Water Resources Utilization Economic Efficiency and Management in China Based on DEA Data Bundle Model

Abstract:This paper uses the DEA data bundle model to calculate the water utilization efficiency of various regions in China from 2012 to 2016, then calculates the contribution weights of different regions to the national water utilization efficiency according to the total water consumption, and finally calculates the water utilization efficiency of each year in the country. Further, this paper researches the method to determine the optimal total water consumption objective in each region under the constraint and control of the red line policy to ensure that the total national water consumption will be controlled within 700 billion cubic meters on the one hand and ensure that the water consumption of industrial added value of 10,000 yuan will decrease and the effective utilization coefficient of farmland irrigation water will be raised to above 0.6 under the condition that the water utilization efficiency is close to or reaches the world’s advanced level on the other hand in 2030. Meanwhile, in combination of fuzzy mathematics and data bundle relative efficiency indicators, this paper innovates the total water consumption contribution weight, each unit’s water utilization efficiency contribution ratio, each unit’s water utilization efficiency contribution degree and China’s comprehensive water utilization efficiency and other indicators, which has the certain promoting significance to water utilization efficiency evaluation.
